I think that you should just put all the names/pictures in a basket and draw as I believe this voting contest becomes a popularity contest which isn't fair for people that are not from this area and don't know many people. Just my opinion.
I live in Australia and have voted for my BFF and her daughter in Canada over 70 times
she should def win and all my friends and family have voted too
